Moody's, the New York based credit rating agency, this month boosted Baldwin County's score from Aa3 to Aa2, which is one notch below the highest score possible.
"Moody's believes the county's financial position will remain solid, given a history of conservative budgeting and strong fiscal policies which have allowed for ongoing increases in reserves and improved cash levels," analysts wrote.
The ratings company also cited the county's steady growth in sales tax revenue over the past five years, averaged at 9.8 percent annually, and the potential for major growth in the northern part of the county to coincide with the opening of ThyssenKrupp's steel plant in north Mobile County.
Moody's also said that if the county's proposed "Pay-As-You-Go" program to fund road, bridge and drainage work is approved by voters in a special election June 3, "it will provide the county with even greater financial flexibility and debt-paying ability."

The U.S. Census has released its list of “micropolitan” areas, and the Daphne-Fairhope-Foley micro area, which includes the Gulf Shores Parkway, ranked number one in the nation among all micropolitan areas for the number of people gained since 2000.
The three cities of Daphne, Fairhope and Foley and their neighboring communities in Baldwin County have added 31,350 new residents in the past seven years, bringing the area’s total population to 171,770, and making it the fourth largest micropolitan area in the country.
The biggest reason for Daphne-Fairhope-Foley’s growth has been new people moving in from other Alabama counties, from other states and from other countries, said Annette Watters, manager of the State Data Center at the University of Alabama’s Center for Business and Economic Research.
